Overview

The Commonwealth Distance Learning Scholarships fund part-time taught master's study with UK universities for people who stay in their home countries. The UK Foreign, Commonwealth and Development Office funds the scheme and the Commonwealth Scholarship Commission (CSC) runs it. It targets candidates from eligible low and middle income Commonwealth countries who want training they cannot get at home. Universities bid for awards on specific courses, select their candidates, and the CSC then checks eligibility.

Pakistan is on the CSC's eligible country list, but applicants must also be permanently resident in a developing Commonwealth country. The 2026/27 round opened on 17 February 2026 and is now closed. The CSC has not announced a 2027/28 round, and sources disagree on whether one will run, so every 2027/28 date on this page is expected rather than confirmed. Past awards covered tuition fees plus study grants where required, for up to 6 years because the courses are modular.

Benefits

  • Tuition fees for the approved distance-learning master's course

  • Study grants where required (amount not published)

  • Funding for up to 6 years, because courses are modular and studied part-time

  • Study from your home country, with no relocation to the UK

  • A scholarship that covers the same costs cannot be held at the same time

  • No living stipend, travel or accommodation payment is stated

  • Total value: not calculable from published figures, since tuition fees differ by course and university

Eligibility

Basic requirements

  • Be a citizen of an eligible Commonwealth country, hold refugee status in one, or be a British Protected Person. Pakistan is on the list.

  • Be permanently resident in a developing Commonwealth country.

  • Be unable to afford the programme without the scholarship.

Academic requirements

  • Hold a first degree of at least upper second class (2:1) standard by the September of study. A lower qualification plus sufficient relevant experience may be considered in certain cases.

  • Be admitted to an approved master's course at a participating UK university. The scholarship alone does not give admission.

  • Pakistan note: the CSC does not publish how a Pakistani CGPA or percentage converts to a 2:1. Ask each university how it reads your result.

Language requirements

  • The CSC requires no IELTS. A university may require English language evidence as a condition of the scholarship.

Ineligibility conditions

  • Undergraduate and PhD study (master's only)

  • Employees, former employees (within 3 years) and relatives of UK government employees

  • Staff of the Association of Commonwealth Universities or the British Council

  • Commonwealth Scholarship Commissioners and their relatives

  • Anyone convicted of bribery (banned for up to 5 years)

  • Applications missing required documents at the deadline

Pakistan-specific notes

  • The CSC states the residence test separately from citizenship, so a Pakistani citizen living permanently outside the eligible countries does not meet it.

  • Universities, not the CSC, run candidate selection, so conversion of Pakistani degree results is each university's call.

Required documents

At application submission (CSC Central online system)

  • Valid passport or national ID card showing photograph, date of birth and country of citizenship

  • Full transcripts of every higher education qualification, with all pages and any courses currently being studied; certified translations if not in English (missing pages make the application ineligible)

  • References from at least 2 people, as PDFs, signed and on institutional letterhead or an email clearly showing the sender's details, uploaded by the deadline

  • The online form content: qualifications, up to 10 publications and prizes, employment history, referee details, a 4-part Development Impact statement, award objectives, career plans, a detailed plan of study, a personal statement and voluntary and leadership activities

For the university application

  • Whatever the chosen university requires for course admission, which can include English proof. Each university sets its own order and deadline.

If selected

  • Due diligence information requested by the CSC

  • The university's Notification of Award letter once admission terms are agreed

Pakistan-specific notes

  • The CSC pages do not mention HEC attestation. Check each university's requirements for Pakistani transcripts.

  • The 2026/27 form listed three referees by name, while the document rules require at least two reference letters. Confirm the current rule when the next form opens.

Application process

  1. Confirm that Pakistan is on the CSC's eligible list and that you are permanently resident in a developing Commonwealth country.

  2. Confirm that your first degree reaches 2:1 standard, or that your experience supports a lower class. Ask each university how it converts Pakistani results.

  3. Complete the CSC's Distance Learning Scholarships eligibility checklist before submitting.

  4. Review the CSC's list of eligible courses when the round opens (expected February 2027, unverified). Courses are sorted by development theme, and only these courses count.

  5. Check every chosen university's own admission deadline and the order it wants: some ask for the CSC application before the admission application.

  6. Prepare the form answers offline and collect at least 2 reference letters as PDFs.

  7. Register on CSC Central. Login uses two-factor authentication, which needs a smartphone or a second email account.

  8. Submit the CSC application by the closing date (expected end of March 2027, unverified). References must be uploaded by then, and nothing is accepted by email or after the deadline. Applications cannot be edited after submission.

  9. Apply for admission to the approved course at each participating university. You may apply to several, but you can accept only one scholarship offer.

  10. Wait for the universities' nominations (expected June 2027, unverified) and for the CSC's eligibility check.

  11. Receive the university's decision (expected by August 2027, unverified), then the formal Notification of Award letter once admission terms are agreed.

  12. Begin the course. Start dates vary, and the CSC page gives September and October for the 2026 round, but a university page lists a March 2027 start for one funded course.

Additional info

  • The CSC says it has supported over 3,000 scholars from 41 countries on this programme over two decades. It does not publish a Pakistan figure. Verify manually.

  • There is no CSC interview and no application fee.

  • Each participating university runs its own recruitment and may interview. The CSC does not say where, so there is no fixed interview location in Pakistan.

  • Selection criteria are academic merit, quality of the study plan and potential impact on development in the home country (published without weighting).

  • Each university receives a set number of awards for its approved courses, for example 5 awards on one Cranfield course.

Tab 6: FAQs

1. When is the Commonwealth Distance Learning deadline for 2027 from Pakistan?
No deadline exists yet for 2027/28, because the CSC has not announced the round. The 2026/27 round opened at 16:00 GMT on 17 February 2026, which was 9:00 pm in Pakistan, and is now closed. Third-party sources put its close at 16:00 BST on 31 March 2026, which was 8:00 pm in Pakistan. If the same pattern applied, a 2027 round would open in February 2027 and close around the end of March 2027. Treat that as an unverified estimate and confirm on the CSC page.

2. Will the scheme run for 2027/28 at all?
That is unconfirmed. The CSC's page lists only the 2026/27 round as closed and gives no later date. One third-party guide says the programme is paused for 2026 and 2027, while others expect a round in early 2027, and none cites an official CSC statement. Check the CSC page and its news section, or email info@cscuk.org.uk, before planning around a 2027 application.

3. Am I eligible if my Pakistani degree is below a 2:1?
The CSC asks for a first degree of at least upper second class (2:1) standard by the September you start. A lower qualification plus sufficient relevant experience may be considered in certain cases. The CSC publishes no conversion table for Pakistani CGPA or percentages. Ask each university how it converts your result, and write down the answer before you apply.

4. Does the scholarship require IELTS or TOEFL for Pakistanis?
The CSC itself requires no IELTS. A university can still ask for English language evidence at a level it chooses, as a condition of the scholarship, and that level differs by course. Check each course page before you apply, and book a test early if one is required.

5. How much money will I actually receive?
The CSC says the scholarship covers tuition fees and study grants where required. It does not publish a pound figure for either, and fees differ by course and university. No living stipend is stated, because you study from home. A scholarship that covers the same costs cannot be held at the same time. Ask the university for the exact fee covered before accepting.

6. Can I bring my spouse or family?
This question mostly does not apply, because you study from your home country and do not travel to the UK. The CSC's published terms say nothing about family funding. If your plans involve UK travel, check the university's rules, since the scholarship does not cover relocation costs.

7. Can I apply if I live outside Pakistan?
Only if you are permanently resident in a developing Commonwealth country on the CSC's list. The residence rule is separate from citizenship, so a Pakistani passport alone is not enough. A candidate who lives permanently in a country not on the list does not meet the test. Check the list before starting.

8. Where is the interview held in Pakistan?
The CSC holds no interview. Each participating university runs its own selection, which may or may not include an interview, and the CSC does not say where or how. If a university invites you, ask for the format and time zone in writing. In summer the UK is 4 hours behind Pakistan, and in winter 5 hours behind.

Over 3,000 scholars from 41 countries have studied for a UK master's through the Commonwealth Distance Learning Scholarships, according to the CSC's own evaluation material, and each did so while staying in their home country. For Pakistani professionals who cannot take a year out of a job or a family, that structure is the appeal: a UK degree, tuition covered and no relocation.

This guide explains how to approach the scheme from Pakistan. It covers who qualifies, how the two-part application works (a CSC form plus a separate university admission), how to write the strongest parts of the form and where applicants lose points. One caution comes first. The 2026/27 round closed in spring 2026, and the CSC has not announced 2027/28 dates. Some third-party guides claim the scheme is paused, while others expect it to reopen in early 2027. Treat every date below as a planning estimate until the CSC confirms. Verified facts and amounts sit on the Commonwealth Distance Learning Scholarship listing.

Before you start: eligibility reality check

Several of the CSC's rules catch Pakistani applicants out because they read like formalities. Check each one before you invest time.

The residence rule is separate from citizenship. You must be a citizen of an eligible Commonwealth country, or hold refugee status in one, and also be permanently resident in a developing Commonwealth country. A Pakistani passport does not help if you live permanently in a country outside the CSC's list.

The degree bar is 2:1 standard. The CSC asks for a first degree of at least upper second class (2:1) standard by the September you start. It accepts a lower qualification with sufficient relevant experience only in certain cases. The CSC publishes no conversion for Pakistani CGPA or percentage results, so ask each university how it reads yours before you apply.

It is master's only, and part-time. The scheme does not fund undergraduate or PhD study, and it covers approved courses only. The CSC sorts those courses by development theme.

You need to be unable to afford the course. The CSC states this as an eligibility condition, so describe your real circumstances honestly.

You cannot stack overlapping awards. A scholarship that covers the same costs cannot be held at the same time.

Some people are excluded outright. These include UK government employees and relatives, staff of the British Council or the Association of Commonwealth Universities, and Commonwealth Scholarship Commissioners.

English tests may still apply. The CSC requires no IELTS, but a university can set its own English requirement as a condition of the award.

Transcripts must be complete. Missing pages make the application ineligible, and translations must be certified if the document is not in English.

The CSC publishes a Distance Learning eligibility checklist and asks candidates to complete it before submitting. Use it as your official check, since I could not find a separate eligibility quiz.

The 2027 application timeline

The CSC has announced no dates for 2027/28. These are the dates of the last round plus what they suggest.

  • 17 February 2026, 16:00 GMT (9:00 pm in Pakistan): the 2026/27 round opened. Official.

  • 31 March 2026, 16:00 BST (8:00 pm in Pakistan): closing time reported by third-party sources, not confirmed on the current CSC page.

  • June 2026: universities nominated their chosen candidates. Official.

  • By August 2026: universities told candidates the result. Official.

  • Expected February 2027: a 2027/28 round would open on the same pattern. Unverified.

  • Expected end of March 2027: the closing date on that pattern. Unverified.

  • Expected June and August 2027: nominations and results. Unverified.

Other guides give 26 April 2027 or mid-May 2027 as 2027 closing dates, but none cites the CSC. The deadline for the form and reference letters will be strict, since the CSC accepts nothing outside its online system or after the closing time. University admission deadlines sit on their own calendars, and start dates vary too: one funded Cranfield course starts in March 2027, for example. Set a reminder for the CSC page on 1 February 2027.

Choosing your course and university

This stage decides most outcomes. Universities bid for awards on specific courses, and each receives a set number of scholarships. One Cranfield sustainability course, for example, has 5 awards. That means you compete against other applicants to the same course, not against the whole Commonwealth.

Start with the CSC's eligible course list, which sorts courses by development theme, when the round opens. Choose a course where you can link the content to a problem in Pakistan that you can describe with specifics, such as flood resilience, health system capacity or education access. The Development Impact statement rewards that link.

You may apply to more than one course and more than one university, but you can accept only one scholarship offer. Check each university's own instructions on when to apply and in what order. Cranfield's page, for instance, says the scholarship application should be submitted before the admission application, and other universities may differ.

Prepare for the CSC form itself. It asks for your qualifications, up to 10 publications and prizes, employment history, a plan of study and a personal statement. It also asks for five-year and long-term career plans, voluntary and leadership activities, and a four-part Development Impact statement. Write every answer offline and paste it in, because the form logs you out if you refresh the browser. The 2026/27 form used a new application system with two-factor login, so keep your phone or a second email account nearby. Applications cannot be edited after submission.

On referees, the document rules ask for at least 2 reference letters as signed PDFs on letterhead, or an email clearly showing the sender. The form also asked for the names of three referees, one of them a current employer where applicable. Confirm the current rule when the form opens, and ask your referees early, because late letters are not accepted.

The selection process

There is no CSC interview. Each participating university runs its own recruitment to choose its candidates, then forwards them to the CSC. The CSC checks that those candidates meet the eligibility criteria, and the university tells you the result. A university may choose to interview, but the CSC does not say how or where, so there is no fixed interview location in Pakistan. If a university invites you, ask for the format in writing and convert the time: the UK is 4 hours behind Pakistan in summer and 5 hours behind in winter.

The CSC names three selection criteria: academic merit, the quality of your study plan and the potential impact on your home country's development. That suggests where to put your effort. A detailed plan of study carries as much weight as your degree result, so show how the course modules connect to your work. For impact, answer the four questions in the statement with specifics. Name the outcomes you aim for, the timeframe, who benefits and how someone could measure the change. Vague phrases about helping your community give a reviewer nothing to score.

After selection, the CSC runs due diligence checks. Cooperate quickly when it asks for information, because it cannot proceed if you decline. The university then sends a formal Notification of Award letter once admission terms are agreed.

Common mistakes that sink Pakistani applications

Living abroad without checking the residence rule. Being a Pakistani citizen is not enough if you live permanently in a country outside the eligible list.

Assuming your CGPA meets the 2:1 bar. The CSC publishes no conversion for Pakistani results, so unasked questions turn into surprises later.

Uploading an incomplete transcript. Any missing page makes the whole application ineligible.

Sending reference letters late. The CSC cannot accept references by email or after the deadline, so a late letter ends the application.

Writing a generic impact statement. Reviewers score outcomes, timeframes, beneficiaries and measurement, not ambition.

Applying to the CSC but not to the university. Both steps are required, and the scholarship follows admission.

Trusting aggregator dates. Third-party pages quote 31 March 2026, 26 April 2027 and mid-May 2027 for the same scheme, and none is an official 2027 date.

What if you don't get the Commonwealth Distance Learning Scholarship

If the round does not run or you are not selected, look at these routes, each of which needs its own verified listing before you rely on it.

  1. Commonwealth Shared Scholarships. These cover one-year taught master's study in the UK, co-funded with universities. Third-party guides expect the next round to open in early November 2026, but confirm on the CSC page.

  2. Commonwealth Master's Scholarships. These run through national nominating agencies, so check which body handles Pakistani applications. Some guides show a CSC closing date of 20 October 2026, so verify whether the round is still open.

  3. Chevening Scholarships. The UK government's one-year master's scheme includes Pakistan, but confirm the current cycle.

  4. University scholarships for online master's students. Many UK universities fund their own distance-learning awards, with dates that differ by course.

[Editor note: each of these four needs a listing created and verified on scholarshipledger.com before this section is published. Link each one once its listing exists, and confirm the Commonwealth Master's status given its reported 20 October 2026 deadline.]

Next steps

  1. Check the CSC's Distance Learning candidates page on 1 February 2027 for an announced round. Email info@cscuk.org.uk if the page stays silent.

  2. Ask two or three universities how they convert your Pakistani degree result to a 2:1, and keep the replies.

  3. Start drafting your Development Impact statement and plan of study offline, and line up referees who can send PDF letters.

  4. Open the Commonwealth Distance Learning Scholarship listing for the full fact sheet.
